About This Scholarship
The Air Conditioning and Refrigeration Organization is a student club at Western Technical College, which was started over ten years ago. The purpose of the club is to raise money to sponsor a field trip to an air conditioning and refrigeration facility each year so students may become familiar with modern equipment. The money raised by the club also helps assist students in attending workshops and seminars on advancements in modern technology, refrigeration and air conditioning. In the 1987-88 school year, ACRO members, on the advice of the faculty, voted to donate money to the Foundation to create an endowed scholarship for a student in the Air Conditioning and Refrigeration Servicing programs. Roger Horstman, assisted by the faculty in the two programs, is the advisor.

About This Scholarship
Strong Work Ethic …Harold Craig starting working at a very early age. By age 12, he was on his own, working on a farm. At age 16, he began a long and varied career in the manufacturing industry. He started out as a machine operator at Trane Company during the height of Word War II. At age 17, he joined the Navy for three years. When he returned from the Navy, he completed his high school education at La Crosse Central, and became a machine tool apprentice for the Franklin Iron Works, located on the Northside of La Crosse. In 1957, he started working for Northern Engraving Company in Winona, Minn. as a machine maintenance foreman and was quickly promoted to plant superintendent. In 1959, he moved to Aurora, Ill. to work as the plant maintenance superintendent for All Steel Equipment, a manufacturer of steel office furniture. Harold returned to La Crosse in 1972 to work in management at UOP Norplex. And, in 1976, he joined his brother Fred in the family business, C & C Machine. C & C Machine was established in 1970 in a garage on Copeland Avenue. In 1972, a new facility was built at 159 Buchner Place. The complex has since grown to include seven buildings and 27 full-time employees. Honored Community Member …Harold was very active in the La Crosse community. In the early 1980s, he joined the Chamber of Commerce where he served on the Board of Directors and as Chair of the Transportation Committee. In 1995, he received the President's Award from the Chamber of Commerce. In 1996, he received the Chambers Environmental Stewardship Award. He also became active in the county government, serving as the La Crosse County Harbor Commission Chair. In recognition for his efforts in 1999, the County dedicated the Harold E. Craig Fleeting site on the Mississippi River (south of La Crosse). He was also involved in the Minnesota/Wisconsin Bounty Area Committee for 10 years, serving twice as the chair. When the Rotary Club North was formed, he joined and served as president as well as other offices. He was named a Paul Harris Fellow in recognition of the establishment of the Mildred Craig (his mother) Logan Scholarship Endowed Fund for disadvantaged students. Continuing the Legacy …Harold passed away at Christmas in 1998, leaving his legacy of commitment to his country, community and family. Our family has established this scholarship in recognition of his lifetime of dedication.

About This Scholarship
Toby Hendrickson joined the Western Technical College staff as graphics instructor and department head in 1969 and served as chairperson of the Graphics Division from 1977 until his death on August 21, 1986. Toby was one of those rare persons who placed education and students above everything else. He organized the first Western Technical College student chapter of the Vocational Industrial Clubs of America (VICA) in 1974 and recruited volunteer faculty advisors from the industrial departments to assist him in this endeavor. Through his leadership, many students participated and won awards in state and national competitions. Toby was also very active in the community. He organized the Hiawatha Valley Printing House Craftsmen's Guild Chapter in the La Crosse-Winona Region in 1970, and was instrumental in revitalizing and reorganizing the La Crosse Advertising Club in the 1984-85 school year. The Madison Chapter of Printing House Craftsmen named him man of the year in Wisconsin Graphic Arts in 1970, and the La Crosse Advertising Club gave his name to their annual club scholarship. Scholarships for Western Technical College students were especially meaningful to Toby and personally supported by him. Western Technical College staff and students, friends, admirers, and family endowed a scholarship in his memory.

The La Crosse Chapter of the American Society of Heating, Refrigeration and Air Conditioning Engineers, Inc., (ASHRAE) is Premier Chapter of this international technical organization of over 50,000 members from 120 nations. ASHRAE is dedicated to advancing the arts and sciences of heating, refrigeration, air conditioning, ventilation, their allied arts and sciences, and related human factors for the benefit of the general public. The endowment is intended to fund scholarships for students pursuing an associate degree leading to a career in the Heating, Ventilating, and Air Conditioning (HVAC) Industry.

About This Scholarship
The Landscape Horticulture Club is a student club at Western Technical College, started in 2008. The purpose of the club is to promote the Landscape Horticulture program at Western, heighten community awareness, and support Green Industry initiatives. Part of this involves fundraising to raise money to sponsor field trips so students may become familiar with the latest trends in landscaping. Part of the money raised by the club also goes back to the community as a donation to non-profit organizations. In March 2009, the club voted to start an annual scholarship to recognize exceptional students.

The Edna and Alvin Leeman Scholarship was started in 1976 to recognize the broadcast achievements of Al Leeman, long-term chief engineer for WKBT-TV and WKBH Radio. It was through the efforts of Al Leeman that radio was brought to La Crosse nearly 50 years ago and television to the area in 1954. Mr. Leeman has been recognized by his peers throughout the state of Wisconsin and nationally for his contributions to the broadcast industry. WKBT-TV established this scholarship to give future engineers of the broadcast industry a place to study and to learn. Alvin Leeman died November 8, 1992.

Everett Lund was involved in printing since the late 1940s and was the owner of Crescent Printing until his death in 1988. He was a "pioneer" in the local printing industry. He loved the challenges and hard work required of running his business. Crescent Printing, outside of his family, was the most important thing in his life. He spent his life working and caring for both of them, so they would continue to grow after he was gone. In Everett's honor, his family, friends, and business associates have established this scholarship to encourage and assist students in furthering their education in the graphic arts field.

Shirley Lotze was a born teacher. She returned to college at a time when it was an exception rather than a rule, to earn her bachelor's degree. Shirley was an innovative person who was responsible for the development of food service programs at Western Technical College. She provided leadership in curriculum development for the programs on the local and state level. She was dedicated to teaching and demonstrated this by her willingness to help students understand procedures and how to implement them in the workplace. She always emphasized quality and work ethics. She took great pride in seeing graduates become successful in their chosen field. Shirley loved to travel and see how foods were prepared and served in other parts of the country. In addition to tasting foods, she enjoyed flowers and visiting botanical gardens. She was an ardent gardener and nourished her profession and students with the same care she gave her plants. Shirley was a lady who had definite goals and a keen sense of humor. She died September 13, 1992. Shirley's peers, former students, friends, work associates, and family honored her interest in the welfare of students by establishing this memorial scholarship.

Robert Maas retired as Program Head of the Mechanical Design Program in May of 2000 after 36 years of service. Bob had a total dedication to technical education. His leadership and futuristic vision of technology and the changing world made the Mechanical Design program a quality program. Bob has inspired many individuals at Western through his teaching, guidance and friendship. Bob saw the potential in everyone and all they did. His dedication as a teacher taught students how to set their goals high, work hard and achieve those goals. He gave many students the foundation that they needed to build a great career on. His hard work and dedication to the Mechanical Design program at WWTC has guaranteed every employer an excellent source of qualified, well-trained employees. He truly had a gift to teach and guide. Bob has inspired so many lives, his family, friends, graduates and colleagues have established an endowment fund in his name. The scholarships will be awarded to students who seek a career in the Mechanical Design Program.

Fred Nelson sees an important link between the economy of Viroqua and Western. "The more skilled and better educated people we have, the more prosperous a community we have, meaning a higher standard of living for all of us," said Nelson, former owner and president of Nelson Agri-Center in Viroqua. "I think it all starts with education." In 1981, supporting his belief in education, Fred Nelson established an endowed scholarship for students in agribusiness programs at the college. Nelson has been a major donor of the Western Nelson Outreach Center in Viroqua, which was named after him. He also served as treasurer of the Foundation Board of Trustees.

"Frank," as he was known by most of his business associates, graduated from Central High School in 1931. He took an electrical course and attended night classes at La Crosse Vocational and Adult School (now Western Technical College). He worked as an electrician for Electric Supply Company before he founded his own electrical contracting business in 1946. He was a member of the National Electrical Apprentice Board of Western Technical College. He was active in Free Masonry and Past Grand Commander of the Grand Commandery of Knight Templary of the State of Wisconsin. He died June 25, 1995, of malignant mesathelioma. Franklin's wife, Gretchen was secretary-treasurer of Neumann Electric Company until their retirement in 1975. They were married sixty and one half years. They have two sons, Eugene and Franklin G. and two great-grand sons. This scholarship was initiated by his family in memory of the outstanding achievements in the electrical field in the La Crosse area.

The supermarket business today is not what it was when Ed Quillin began his first IGA store in 1945. "It is a fast-changing, highly technical industry now," Quillin said. "It presents many challenges and still interests me." Quillin, whose sons now operate the six-store chain that dominates the La Crosse market, has retired from the business. He continues to own and operate Center Q, a shopping center on La Crosse's south side. He became interested in funding scholarships for Western Technical College students after his son, Phillip, president of Quillin IGA stores, taught a class in Supermarket Management at the College. "Some of the people he taught became our employees," Ed Quillin said. Quillin has endowed the Edward J. Quillin Scholarship Fund through the Foundation to award grants to students in Western Technical College's Food Marketing Program who intend to go into Supermarket Management. "This is my way of giving something back to the food industry," Quillin said. "It's been good to me."

About This Scholarship
In December of 1978, the La Crosse Kiwanis Club Board of Directors voted to endow a scholarship in memory of Joseph H. Rohrer. He was president and general manager of WLCX Radio and WLXR-FM at the time of his death, November 24, 1977. He was very active in business and community affairs and served as president of the La Crosse Kiwanis Club in 1976. His accomplishments were numerous: Greater La Crosse Chamber of Commerce, Man of the Year 1964, Festmaster-Oktoberfest 1971, and Jaycee Boss of the Year Award receiving this honor twice. He had been a resident of La Crosse since April 1957.

Allan Rusch earned a Bachelor of Science degree in industrial education and a Master of Science degree in vocational education, both from the University of Wisconsin-Stout. He also attended Kansas State and the University of Illinois, between 1958 and 1964. Allan taught high school math, science and industrial arts in the Wisconsin communities of Minong, Abbotsford, and Medford. In 1964, he moved his family to Onalaska to work at the Trane Company in La Crosse. In 1969, he became an instructor of mechanical design at Western Wisconsin Technical Institute (Western) where he worked until retiring in May 1990. Allan took great pride and personal interest in his students and their achievements. Allan's wife, Phyllis, Western staff, and friends established the Allan Rusch Endowment. Allan passed away on March 21, 1999.

In 1969, he became an instructor of mechanical design at Western Wisconsin Technical Institute (Western) where he worked until retiring in May 1990. Allan took great pride and personal interest in his students and their achievements. Allan's wife, Phyllis, Western staff, and friends established the Allan Rusch Endowment. Allan passed away on March 21, 1999.

Frank Kistler, TCI's Director of Field Operations, along with a developer from Missouri, perished together on Tuesday, November 29, 1994 in a tragic plane explosion. They were en-route from La Crosse, Wisconsin, to a construction site in Kalispell, Montana, where TCI was building a new Wal-Mart. The impact of Frank's loss on the business and civic communities he served with heart, soul, and might could never be measured. It is impossible to replace Frank Kistler. The only thing that can be done is to practice what Frank taught us. The means and methods of construction Frank shared with his superintendents and the standards of excellence he brought to the field will continue through the disciples who looked to him as a role model, farsighted problem solver, mentor and friend. To insure Frank's techniques live on, TCI and Frank's family have set up this scholarship in his memory. Frank wanted young people to know about the promising future, which could be found in this industry. Through a construction related scholarship, we hope to make one of his wishes come true.

William G. "Bill" Welch, Sr. came to the La Crosse Vocational School in 1960 while he was still employed by Southern Minnesota Supply Company to start an evening program in electronics. In 1961 he was employed by the school full-time to organize and start a two-year Electronics program. Bill used his 22 years of education, military and business experience as the major resource to initiate this successful program. This program was one of the first programs to be offered as an associate degree program at the school. Bill taught Electronics for nine years before he became chairman of the Trade and Industry division. He continued to teach one course each year. Many vocational and associate degree programs were developed, under his guidance, for the Industrial Division. Bill was instrumental in doing the research necessary to develop the Biomedical Electronics program, the first in Wisconsin and one of the early programs in the United States. He was very active in state and national organizations that promoted technical education. He was also active in the promotion and development of training programs for area industries. Bill retired as Dean of Technology at Western Technical College in June of 1986. His son, William Jr., continues to teach in the Electronics programs at Western Technical College.

For the Wieser brothers, it only seems right that they give back to the institution that helped them get started. That’s why when the Foundation put out the plea for scholarship donations, the brothers came through and established an endowed scholarship to help future students in the Wood Tech program. For Jeff ('83) and Brian ('86), both graduates of Western’s Wood Tech program and La Crescent, Minn. Natives, the decision to establish a scholarship was easy. As owners of Wieser Brothers General Contractor, Inc., they see the value that grads of the Wood Tech program bring to their business. “Graduates of that program just seem to have a better start,” says Jeff. Approximately 80-90 percent of their carpenters are grads. They hire on average two to three of our graduates each year, and most of them go on to become superintendents at Wieser Brothers. And three of their project managers are from the Western Wood Tech program. But aside from the benefit they see as a business, there’s a personal reason too. “We’re just such firm believers in what the college does,” says Jeff. Brian continues, “We want to give back to the college what they gave us.” They both believe Western gave them the base they needed to help achieve their goals. After graduating from the Wood Tech program, both started as apprentice carpenters, graduated to journeyman carpenters and then became job superintendents before starting Wieser Brothers in 1994. “When I was there, I remember people who couldn’t afford a lot of things,” says Jeff. “We believe in giving everyone a chance for an education so they can reach their own dreams.” And thanks to their scholarship, students in the Wood Tech program will now have that chance.
